Buford was born on December 15, 1932 in DeSoto Parish, LA to Walter Lee Rascoe and Mae Terrell. He entered into rest on June 14, 2019. Buford was preceded in death by his parents; a special sister, Nelwyn Davis; brothers, Carroll Rascoe, Lamar Rascoe, and Wallace Truitt Rascoe; and a special nephew, Troy Rascoe.
In 1951 only a few days after his graduation from Converse High School, Buford began his career with what was then called Bellsouth as a cable splicer. At the age of only fifty-two, Buford retired from the telephone company. He continued to be very active with church, mission work, and volunteer work for the Louisiana Baptist Association for many years. Making trips in his motor home, taking youth groups to summer camps, and working on church buildings and homes in New Mexico and other areas. Buford deserves credit for getting the Union Springs Water System started up. After working on it tirelessly for two years starting in 1982, the system became operational in 1984. This involved countless hours of meeting with various officials and engineers over that two-year period after which he served as president of the board of Union Springs Water System. Additionally, Buford served as one of the original board members on the original board of the Louisiana Rural Water Association. He continued to serve as a certified operator for over 30 years until approximately five years ago. His proudest accomplishment was the development of the Union Springs Water System. He deserves commendation for tirelessly and selflessly serving his community.
Those left behind to cherish his memory are his wife, Sherri Rascoe; daughters, Belinda Emory and Kayla Long; sisters, Jan Ryals, Clara Hatcher, Betty Ruth Andrews, and Delores McAllister; brothers, Thomas Rascoe and Douglas Rascoe; five grandchildren and two great-grandchildren.
