Betty Francis Fogger, born Wallace, 75, of Shreveport, Louisiana, passed away on Tuesday, February 17, 2026, at Willis Knighton hospital, surrounded with love by her family and friends.
Betty was born on September 20, 1950, in Shreveport to Malcolm Miller Wallace, Sr., and Elizabeth Abernathy Wallace. She grew up in Shreveport and was a graduate of Byrd High School. After graduation, she started her career in the banking business. In 1975, Betty became a radio dispatcher at the Shreveport Police Department until 1981. In 1981, Betty married Lloyd D. Fogger, and a few years later, the union was blessed with a daughter, Lauren. In 1984, she returned to the financial workforce at Shreveport Police Federal Credit Union until her retirement in 2015. Even after retiring, she was still drawn to her police family and continued to work part-time as needed. One of her major life accomplishments was her daughter, Lauren, whom she loved dearly.
Betty enjoyed her many years of league bowling, estate sales on the weekends, collecting “pig” memorabilia that brought her joy, and decorating for the holidays. She will always be remembered for her wonderful parties. Betty treasured dining out with family and friends; she never turned down Nicky’s night indulging in chips and hot sauce. On any occasion, you would find a book within reach, as she was a passionate reader of all things. “Betty Boop,” as she was affectionately called by her co-workers of many years, touched many lives through her acts of kindness, laughter, and joyful fun spirit.
Betty is survived by her daughter, Lauren Danielle Fogger; sister-in-law, and husband, Eddie and Judy (Fogger) Farmer; four nieces, she loved like her own, Kelly Wallace Bagley, Melissa Wallace Hebert (Lewis), Angela Wallace Upton (Richard) and Jessica Wallace; three great nieces, one great nephew, two great-great nieces with another addition coming in October. We wish Aunt Betty had been able to meet the baby. She is also survived by a host of cousins in the Dallas and Stephenville, Texas areas, and family friend, Philip.
She was preceded in death by her parents, Malcolm and Elizabeth Wallace; brother, Malcolm M. Wallace, Jr., and his wife, Carole Gregg Wallace; niece, Tracy Denise Wallace; great niece, Robyn Wallace Foster, and her daughter’s father, Lloyd D. Fogger.
A Celebration of Life will be held on Saturday, March 14, 2026, from 1:00 P.M. to 3:00 P.M. at Barron Road Baptist Church, in the Fellowship Hall, 1102 Barron Rd, Keithville, LA. Friends and family are invited to attend and share memories of our wonderful friend.
Betty’s favorite verse was Ecclesiastes 3:2-8. “For everything there is a season.” This passage serves as a reminder of the appointed times in life and the wisdom found in recognizing them.
In lieu of flowers, the family requests donations to a charity of your choice.
